North Wind project, PMA featured in DOE EM Update

PPPO, Infrastructure Contractor Sign Partnering Agreement

PIKETON, Ohio – EM’s Portsmouth/Paducah Project Office (PPPO) and Portsmouth Mission Alliance (PMA) signed a partnering agreement May 24, committing to a collaborative working environment during the execution of PMA’s infrastructure contact.

“The impact of implementing the infrastructure scope can easily be taken for granted during execution of the cleanup mission. This partnering agreement promotes a deliberative approach to ensuring success,” PPPO Manager Robert Edwards said.

PMA provides the site services such as information technology, roads and grounds maintenance, and records retention.

While not a contract, a partnering agreement defines the working arrangement and sets expectations between PPPO and PMA. It establishes a collaborative approach to detect problems early and resolve issues proactively. The teaming strategy focuses on open communication and mutual goals, and calls for periodic meetings between the two organizations to discuss progress, potential issues, and lessons learned.

“PMA is committed to continuous improvement and we feel the partnership will leverage our combined expertise to accomplish the mission for DOE at the Portsmouth Site,” PMA President John Bukowski said.

PMA was awarded the five-year, nearly $140 million contract in 2016. Located in Piketon, PMA is comprised of two small businesses, North Wind Solutions and Swift & Staley.

EM instituted a partnering agreement policy in 2010 with the premise that EM cannot be successful in its cleanup program without its contractors being successful.
