Knolls Atomic Power Laboratory (KAPL)

North Wind Site Services was awarded a $49M contract with the Department of Energy (DOE) Office of Environmental Management (EM) to perform environmental remediation and demolition at Knolls Atomic Power Laboratory (KAPL) in 2021 for the Environmental Response Services IDIQ for Demolition and Removal Services of Facilities (Contaminated), Regulatory Services, and Waste Management Services

This contract supports the DOE mission, providing characterization, demolition, and disposal of an outdated complex of buildings collectively known as the Q-Complex at KAPL, to make space for the construction of new facilities.

The Q-Complex is a group of seven masonry block and steel/wood frame structures built between 1951 to 1970 that were originally used for non-destructive testing of clad fuel, enriched uranium fuel fabrication, development of new welding techniques for fuel reactor materials, radiography, and fuel storage.

The facilities and underlying soils are contaminated with radiological, chemical, and/or other hazardous substances, including friable and non-friable Asbestos-Containing Materials (ACM), RCRA heavy metals, Polychlorinated Biphenyls (PCBs), and non-hazardous materials and waste.

For all task orders under this IDIQ, North Wind Site Service’s comprehensive environmental remediation services include the following:

  • Site inspections and assessments
  • Building, soil, and groundwater characterization
  • Work plans for building demolition, soil remediation, waste management, water management and erosion control
  • Regulatory services and reporting
  • Permit support
  • Utility isolation planning, relocation, and coordination
  • Geographic Information Systems (GIS)
  • Engineering Evaluation/Cost Analysis (EECA) and Earned Value Management Systems (EVMS)
  • Department of Environmental Consolidated Audit Program (DoE CAP) and Environmental Laboratory Approval Program (ELAP)-accredited radiological sampling and analysis
  • Waste management, including certification of a program to ship waste to the Nevada Nuclear Security Site (NNSS)
  • Building demolition
  • Soil and groundwater remediation
  • Community air monitoring
  • Asbestos and other regulated materials abatement
  • Removal and packaging of a 16 Ci Neutron Source
  • Management of a RCRA permitted mixed TRU waste storage area
  • Well decommissioning and/or installation
  • Site restoration

In the final CPARS for Task Order-3, the Contracting Officer commented, “The service delivered was of high quality with no major weaknesses identified which included high level coordination between [stakeholders]. The contractor effectively resolved all government comments in an expeditious manner regarding contract deliverables.”

In another CPARS, dated September 30, 2025, the Contracting Officer commented, “North Wind’s performance during this period was Exceptional. The contractor exceeded contractual schedule requirements throughout the review period. There were no significant weaknesses identified for the reporting period.

North Wind was able to complete the project and return the site ahead of the required turn over date. North Wind was able to effectively manage project execution, while accommodating numerous requests for the completion of additional scope, due to recurring discoveries of new soil exceedances, while performing field work…

North Wind’s thorough understanding of regulatory requirements and active involvement with regulators helped to streamline project execution and minimize costs associated with project delays due to numerous change conditions, as a benefit to the government.”
