North Wind Portage Announces Role as Subcontractor in New West Valley Cleanup Contract Led by BWXT

Idaho Falls, ID, Dec. 11, 2024 – North Wind Portage, LLC (North Wind) is pleased to announce its role as a teaming subcontractor on the newly awarded Phase 1B cleanup contract at the West Valley Demonstration Project (WVDP) in western New York. The IDIQ contract has a 10-year ordering period with a maximum value of up to $3.0 billion that can be performed for up to 15 years.

The contract was awarded to the West Valley Cleanup Alliance, LLC (WVCA), a joint venture led by BWXT Technical Services Group, Inc., which includes Jacobs Technology, Inc. and Geosyntec Consultants, Inc. The initiative marks a significant step forward in the ongoing environmental remediation efforts at the site.

Under the contract, WVCA will continue the current cleanup mission to include, but not be limited to, the demolition of remaining near- and below-grade components of the main plant process building; additional facility deactivation and demolition; contaminated soils remediation and disposition; waste management and legacy waste disposition; safeguards and security; environmental monitoring; surveillance and maintenance; and program support activities. As a subcontractor, North Wind Portage will contribute its extensive experience in environmental remediation, working alongside key partners to address complex decommissioning challenges at this historically significant site.

The WVDP is an approximately 150-acre area located 35 miles south of Buffalo, New York. The site is owned by the New York State Energy Research and Development Authority and is home to the only commercial spent nuclear fuel reprocessing facility to operate in the United States. Operating from 1963 to 1972, the site processed 640 metric tons of spent nuclear fuel and generated over 600,000 gallons of liquid high-level waste. In 1980, Congress passed the WVDP Act, which required the Department of Energy to conduct a high-level waste management demonstration project at the site and transport it to a federal repository for disposal.

“North Wind Portage is proud to be part of this critical effort, contributing its expertise to ensure the success of the West Valley cleanup and supporting the DOE’s broader environmental management goals,” said Jeff Scott, President of North Wind Portage.
