Jeff Dulgarian, PMP, CCM is the Regional Director for the Northeast. Mr. Dulgarian previously served as Deputy Regional Manager of the Northeast and as Operations Manager for North Wind Site Services. He has been with North Wind for over 5 years and has 25 years of prior experience in the industry, with a focus on environmental remediation and heavy civil construction. He is a long-time member of the Society of American Military Engineers (SAME). He was elected and served as president for the Boston Post of SAME from May 2020 to May 2021. Mr. Dulgarian earned his commission in the Army Reserves upon completion of his undergraduate degree and has served for over 25 years. 

As a selected Army representative, Dulgarian recently earned his Master’s Degree in National Security and Strategic Studies, upon his completion of the ten and a half month resident United States Naval War College in Newport, RI. His current assignment is an Engineer Brigade Commander in Montgomery, AL. When called to duty, Paul Dries will serve in Dulgarian’s place as Deputy Regional Manager.
