Knolls Atomic Power Laboratory (KAPL)

North Wind Site Services was awarded the $49M contract with the Department of Energy (DOE) Office of Environmental Management (EM) to perform environmental remediation and demolition at Knolls Atomic Power Laboratory (KAPL) in 2021 for the Environmental Response Services IDIQ for Demolition and Removal Services of Facilities (Contaminated), Regulatory Services, and Waste Management Services

This project supports the DOE mission by removing old buildings and preparing the site for new construction. The work includes site testing, demolition, and safe disposal of materials at the Q‑Complex at KAPL.

The Q‑Complex includes seven buildings built between 1951 and 1970. These structures were used for fuel testing, fuel storage, welding research, radiography, and uranium fuel work.

The buildings and nearby soil contain radioactive, chemical, and other hazardous materials. These include asbestos, heavy metals regulated under RCRA, PCBs, and other regulated and non‑hazardous waste.

Under this IDIQ contract, North Wind Site Services provides full environmental remediation support, including:

  • Site inspections and assessments
  • Building, soil, and groundwater testing
  • Planning for demolition, soil cleanup, waste handling, and erosion control
  • Regulatory support and reporting
  • Permit coordination
  • Utility planning, relocation, and isolation
  • Geographic Information Systems (GIS) services
  • Engineering Evaluation and Cost Analysis (EECA) and Earned Value Management (EVMS)
  • Radiological sampling and testing through DOE‑approved programs
  • Waste management, including approval to ship waste to the Nevada Nuclear Security Site
  • Building demolition
  • Soil and groundwater cleanup
  • Community air monitoring
  • Asbestos and regulated materials removal
  • Removal and packaging of a neutron source
  • Management of permitted mixed TRU waste storage
  • Well closure and installation
  • Site restoration

In the final CPARS for Task Order 3, the Contracting Officer praised North Wind’s performance. The review noted high‑quality work, strong coordination among stakeholders, and timely resolution of all government comments.

In a separate CPARS dated September 30, 2025, the Contracting Officer rated North Wind’s performance as exceptional. “The contractor exceeded contractual schedule requirements throughout the review period. There were no significant weaknesses identified for the reporting period. North Wind was able to complete the project and return the site ahead of the required turnover date. North Wind was able to effectively manage project execution, while accommodating numerous requests for the completion of additional scope, due to recurring discoveries of new soil exceedances, while performing field work…North Wind’s thorough understanding of regulatory requirements and active involvement with regulators helped to streamline project execution and minimize costs associated with project delays due to numerous change conditions, as a benefit to the government.”
