Paducah Infrastructure Support Services

On April 17, 2025, the U.S. Department of Energy (DOE) selected North Wind Dynamics, LLC (North Wind Dynamics) to manage a comprehensive infrastructure support services contract for the Paducah Site. This multifaceted project encompasses facility surveillance, maintenance, repair, and construction; property management services including custodial care, grounds maintenance, and roadway upkeep; operational support through fleet management, records administration, and mail services; and specialized technical functions such as safeguards and security, environmental safety and health programs, engineering support, training services, and waste management. Together, these integrated services will maintain and protect the site’s critical infrastructure while supporting ongoing environmental remediation activities.

ABOUT THE NORTH WIND DYNAMICS TEAM

North Wind Dynamics will serve as the responsible small business prime contractor, ensuring seamless project delivery and achievement of all established goals and objectives. Founded in 1997, North Wind Dynamics is a premier Alaska Native-owned 8(a) and Small Disadvantaged Business with a strong record of performance and reliability. SUMMARY OF NORTH WIND DYNAMICS’ MANAGEMENT APPROACH

  • Ensure a smooth transition from incumbent contractors and maintain uninterrupted operations through detailed planning and readiness declarations.
  • Implement a centralized, performance-based project management system that integrates cost, schedule, and scope while fostering collaboration with DOE and other site contractors.
  • Optimize total cost of ownership by establishing surveillance and maintenance systems, implementing preventive maintenance programs, and strategically planning asset replacement.
  • Establish formal integration mechanisms, clearly defined interfaces, and joint planning processes to ensure seamless service delivery across organizational boundaries.
  • Operate under a robust Environment, Safety, Health, and Quality (ESH&Q) framework that prioritizes worker safety, regulatory compliance, and continuous improvement.

With over two decades of combined Portsmouth Paducah Project Office experience, North Wind Dynamics and subcontractor, Swift & Staley, bring extensive expertise to the Paducah Infrastructure Support Services contract. PERFORMANCE COMMITMENTS

North Wind Dynamics is fully committed to delivering exceptional performance in support of the DOE’s mission at the Paducah Site. Our performance commitments are designed to drive measurable results, ensure regulatory compliance, and support mission continuity through the following performance commitments:

  • We will deliver a preventive maintenance program that seeks to achieve a 95% on-time completion of Project Manager tasks and reduce unplanned outages by 15%, while optimizing lifecycle costs through strategic asset management that balances reliability with total cost of ownership.
  • We will maintain a comprehensive Safeguards and Security program that consistently achieves “Satisfactory” or higher ratings in all DOE security inspections, ensuring the protection of DOE assets, information, and personnel.
  • We will implement a digital-first records management system, fully compliant with OMB M-19-21, to ensure new records are created electronically, enhance information accessibility, improve responsiveness to stakeholder needs, and guarantee long-term data integrity and transparency.
  • We will establish formal coordination mechanisms with all site contractors, clearly define interfaces in accordance with the Site Services Matrix, and implement joint planning processes to ensure a seamless, integrated service delivery that supports the broader Paducah Site mission and fosters a collaborative working environment.

PAST PERFORMANCE ON SIMILAR CONTRACTS

North Wind will be applying our experience with comparable projects, such as: 

  • DOE EM, Portsmouth Infrastructure Support Services | North Wind is the prime contractor providing facilities and infrastructure services across the 3,777-acre PORTS Site.
  • DOE EM, Idaho Cleanup Project | North Wind is a fully integrated owner of the Idaho Environmental Coalition (IEC) Joint Venture, the prime contractor managing and executing the Idaho Cleanup Project (ICP). In addition to the retrieval, processing, treatment, packaging, shipment, and disposal of different waste streams, IEC provides facility and infrastructure support services.
  • DOE EM, Transuranic Waste Processing Center Operations Contract | North Wind was prime contractor at the Transuranic Waste Processing Center, a nuclear hazard category 2 facility in the Oak Ridge Reservation. Under this contract, North Wind operated the waste processing facility, providing necessary facility and infrastructure support services.
