North Wind General Contractors Awarded Spot on $15 Billion U.S. Air Force C2E MATOC IDIQ Contract

North Wind Group is proud to announce that its subsidiary, North Wind General Contractors, has been selected as a small business awardee on the prestigious Comprehensive Construction & Engineering (C2E) MATOC (Multiple Award Task Order Contract) IDIQ (Indefinite Delivery, Indefinite Quantity) contract administered by the Air Force Installation and Mission Support Center, Air Force Civil Engineering Center. This significant achievement highlights North Wind’s continued commitment to delivering high-quality construction and engineering services in support of national defense and global infrastructure needs.

The C2E MATOC IDIQ is a major contracting vehicle established by the U.S. Air Force to support a wide range of construction and engineering projects both domestically and internationally. With a ceiling of $15 billion, the contract will enable the Air Force and allied agencies to execute critical infrastructure projects across the globe.

Key Features of the C2E Contract:

  • Scope: The contract encompasses a broad spectrum of construction services, including Design-Build (DB) and Design-Bid-Build (DBB) projects, as well as construction-phase design services. Various task order scopes may include new construction and renovation of highly secure facilities, industrial facilities, office buildings, daycare facilities, training buildings, airfield/non-airfield paving, utilities, general infrastructure, historic facility renovations, and general civil works.
  • Geographic Reach: Task orders may be issued for locations worldwide, including Department of Defense installations in the United States and Europe.
  • Contract Type: As an IDIQ contract, C2E allows for an indefinite quantity of work over a fixed 5-year base period with 5 option years, with multiple awardees competing in the task order opportunities.
  • Set-Aside Provisions: The contract includes a partial small business set-aside and an 8(a) reserve, promoting participation from a diverse range of contractors.
