J.H. (Jack) MacRae, Jr. serves as North Wind Acting General Counsel. He brings over three decades of distinguished legal and executive leadership experience, combining expertise in business operations, legal, contracting, and enterprise risk management. A licensed attorney with a Juris Doctor, MBA from the University of Tennessee, and a Bachelor of Arts from Miami University.
Jack served as Senior Director, Business Services, and Prime Contracting Officer (PCO) for the Idaho Environmental Coalition, LLC, a joint venture between Amentum and North Wind Portage, managing and executing the Idaho Cleanup Project for the U.S. Department of Energy (DOE) at the Idaho National Laboratory. Throughout his career, Jack has successfully managed complex business operations – including legal, contracting, procurement, and risk functions across diverse industries, including organizations with over 2,000 employees and revenues exceeding $500M annually.
Jack’s comprehensive background spans domestic and international executive positions, where he demonstrated exceptional strategic and tactical acumen in navigating complex regulatory environments and supporting organizational growth. Beginning his professional journey as a U.S. Army Field Artillery Officer, he transitioned to private practice with nationally recognized law firms before building an impressive corporate career that includes serving as President, Managing Director, Chief Financial Officer, and General Counsel for various entities in the nuclear, environmental, and defense sectors. His unique combination of legal expertise, business operations, and federal contracting experience positions him to provide comprehensive legal counsel and risk management leadership in today’s complex regulatory landscape.
